1. MEMBERS USE: Only shareholders /spouse (members) in good standing of the Lofall Community Corporation, parents, children, and grandchildren, may use the facility. Siblings of the shareholder are not extended membership privileges. In the event that a gathering is larger than five persons, the shareholder must be present. Members and guests are responsible for seeing that all gates (both dock man gates, beach man gate and double boat launch gates) are closed and secure at all times.
2. GUESTS: Shareholder guests may make use of the LCC property and facilities but must be accompanied by the member. This applies to boat co-owners who are not shareholders.
3. DAMAGE: The Lofall Community Corporation is not responsible for damage to members’ boats or other property for any reason. The repair of any damage done to the facility by a member or guest will be the sole responsibility of the member.
4. FLOATS: Fenders will be used on boats tied to the floats to protect both the boats and the floats from damage.
5. PARKING: Parking of up to five cars is allowed on the dock in designated parking spaces. Other vehicles will be parked outside the property fence and will be angled in on the south side of Wesley Way. No trailer or RV parking is allowed inside the fences. Members will ensure that the gates are never blocked to always assure an open fire lane. The entire apron area in front of the ramp is for loading and unloading only.
6. CHILDREN: Children under twelve years of age must be accompanied by an adult and will wear Coast Guard approved life jackets when on the floats, docks, or long piers.
7. USE OF FIRE: Use of fires or barbecues on the floats or long pier is prohibited. Use of fireworks on any corporation property or on boats while moored at or near the dock is prohibited.
8. LIGHTS: The dockmaster will be contacted for use of the dock lights or power.
9. MOORAGE:
a. A shareholder may moor one boat owned by the shareholder Any boats not actively used for two weeks may not be moored on the dock.
b. BOAT REGISTRY: All members boats moored to the LCC Dock and kept on the LCC beach must be registered by filling out the registry sheet located in the gazebo. The purpose of the registry is to identify member’s boats so the dockmaster can properly identify the owner if there are problems or an emergency. Every vessel (boats and kayaks) must also visibly display an LCC provided owner emergency identification sticker with contact information.
c. Members may moor a boat between 25 and 34 feet in hull length to the outside of the concrete float or on the long pier float, only during the summer months, defined as April 15 to October 15. Note that this restriction is for member boats, so does not affect the commercial moorage.
d. RESTRICTED MOORAGE: Member’s boats that exceed 34 feet in hull length may moor to the outside of the concrete float or the long pier float for a maximum of 6 hours per day, provided space is available. Member’s boats in excess of 34 feet may not moor at any time while sustained winds exceed 15 knots.
e. If a member’s boat must be moved, the dockmaster will attempt to contact the member. If the member cannot be readily contacted or does not move the boat in a timely manner, the dockmaster is authorized to move the boat. If a boat is moved by the dockmaster, he will attempt to notify the member, at which time it becomes the member’s responsibility to inspect the security of their boat’s mooring lines.
10. BOAT WAKE: Within fifty feet of the floats will be considered a no-wake zone.
11. PETS: All pets will be leashed when on Corporation property except the triangle beach area. “It’s your pet, your mess, your responsibility.” Holes must be filled.
12. NON-RECREATION USE: The purpose of the Lofall Community Corporation properties is community recreation. Any non-recreational use of LCC properties requires notification to and prior approval by the Board of Directors.
13. BOAT LAUNCH: The boat launch may be used by members only for the purpose of launching or recovering their own boats at their own risk.
14. CRAB/SHRIMP POTS: No unattended crabbing or shrimp pots may be dropped from the dock. Pots may be stored in the designated storage area (the area painted yellow on the apron) during the season.
15. RENTER USE OF FACILITY: All renters will be accorded their privacy and may use the gazebo (if not reserved by a member) and the beach triangle. Moorage privileges, use of the dock, and use of the LCC boat are not available to renters. Renters will abide by all corporation rules.
16. DOCK BOAT USE:
a. LIMITED USE: The LCC Dock boat shall be used only by members or member spouses. Children, relatives, and member’s guests cannot operate the boat unless a member or member spouse is in the boat.
b. MAXIMUM TIME: Members may only use the boat for a maximum of 4 hours unless special arrangements and a reservation are made. Special arrangements can be made by contacting the dockmaster or the president.
c. RESERVATIONS: Members may reserve the boat by signing the reservation sheet in the gazebo. Other members will refer to the reservation sheet before taking out the facility boat. A reservation must be used within 30 minutes of the reserved time or the reservation is void.
d. REPORTING PROBLEMS: If the boat or engine sustains damage, or the engine experiences problems, the members must report the problem to the dockmaster so repairs can be made before another member unknowingly takes out the boat.
e. FEES: Members are expected to contribute a minimum of $5 for use of the boat. Money may be given to the dockmaster or deposited in a strong box located in the gazebo. Fuel will be provided by the dockmaster only. Fuel cannot be contributed in lieu of this use fee. The dock boat uses only ethanol-free fuel.
f. LOSS OF PRIVILEGES: Failure to observe the dock boat use rules may result in loss of privileges for the season.
17. LIMITS OF BOATS / OCCUPANTS WITH HEADS: Not more than 10 vessels with heads with an average of two occupants per vessels (20 persons maximum on those vessels) may moor at the Lofall Community Corporation dock.
18. BOATS MUST DEMONSTRATE SANITARY SIGNIFICANCE: All boats moored at the LCC dock must satisfy the Lofall Community Corporation management of sanitary significance; where passing visual inspection and reasonable assurance that the sanitary system or onboard chemicals will not leak into the Hood Canal waters.
19. DAMAGE TO LCC PROPERTY: All damage to the uplands, floating docks or pier must be reported to the LCC board.
These rules shall be imposed and enforced by the board uniformly among all shareholders.
